To enable persons with disabilities to live independently and participate fully in all aspects of life, States Parties shall take appropriate measures to ensure to persons with disabilities access, on an equal basis with others, to the physical environment, to transportation, to information and communications, including information and communications technologies and systems, and to other facilities and services open or provided to the public, both in urban and in rural areas.

Accessibility can be viewed as the "ability to access" and benefit from some system or entity. The concept often focuses on people with disabilities or special needs (such as the Convention on the Rights of Persons with Disabilities) and their right of access, enabling the use of assistive technology.

In June 2001 Section 508 of the Workforce Rehabilitation Act went into effect specifying the requirements for accessible Information and Communication Technology (ICT) that each federal agency needed to follow.

Information and Communication Technology (ICT) Standards and Guidelines

In this final rule, the Access Board is updating its existing Electronic and Information Technology Accessibility Standards under section 508 of the Rehabilitation Act of 1973, (“508 Standards”), as well as our Telecommunications Act Accessibility Guidelines under Section 255 of the Communications Act of 1934 (“255 Guidelines”). Given the passage of nearly two decades since their issuance, the existing 508 Standards and 255 Guidelines are in need of a “refresh” in several important respects.
